RSA marshal vs crowd controller: what your licence actually needs

Short answer: a crowd controller is a licensed security officer who manages people, entry and incidents. An RSA marshal focuses on responsible service of alcohol - monitoring intoxication, supporting your bar staff and helping keep the crowd compliant with your licence conditions. Many venues and events need both, working together.

What does a crowd controller do?

A crowd controller holds a NSW security licence with the crowd control sub-class. Their job is to:

  • Manage entry, ID checks and capacity
  • Keep crowd flow safe and control pinch points
  • De-escalate and manage incidents, calling police where needed
  • Maintain a calm, controlled environment across the night

What does an RSA marshal do?

An RSA marshal is focused on the responsible service of alcohol. They:

  • Monitor patrons for signs of intoxication
  • Support bar and floor staff with difficult refusals
  • Help keep the venue compliant with its liquor licence conditions
  • Reduce the alcohol-related incidents that put your licence at risk

Which one does my venue or event need?

It depends on your licence conditions, your crowd and your risk profile:

  • A licensed venue on a busy trade night usually needs crowd controllers, and often RSA marshals as well.
  • A festival or large event typically needs a planned mix of both, scaled to crowd size.
  • A private function may need only crowd control, depending on the setting.

Are both roles licensed in NSW?
